About The Summit
Bringing together industry leaders, healthcare professionals, policymakers, and researchers to address challenges, opportunities, and innovations in providing equitable access to quality healthcare for underserved communities.
Developing countries heavily depend on their working class, mainly low- and middle-income individuals, who often face compromised conditions, particularly in healthcare. In the Philippines, health equity is a major issue, especially for underserved communities, with key factors hindering efforts to address these challenges.
Intercare, Far Eastern University, CICS, and PCCHP proudly present a 2-Day Summit bringing together industry leaders, healthcare professionals, policymakers, and researchers to discuss healthcare innovations and address challenges in providing equitable access, especially for underserved communities in LMICs.
Join us to learn from our esteemed speakers—experts from various fields in healthcare, chiropractic care, and government. They will navigate new innovations and strategies to address the unique healthcare challenges faced by vulnerable populations.
Discussions will include bridging the gap in healthcare access and building partnerships and models between chiropractors, community organizations, and healthcare providers to enhance access to chiropractic care in underserved communities.
Meet The Speakers
Richard Brown DC, LL.M, FRCC, FBCA, FEAC
Canada
Richard Brown is the Secretary-General of the World Federation of Chiropractic (WFC). He has held this office since July 2015 after having held leadership roles in both the European Chiropractors' Union and the British Chiropractic Association. He is also an independent consultant to the chiropractic profession and a chiropractic expert witness.
As Secretary-General, Richard's role is to represent the WFC as an ambassador, diplomat and spokesperson for the chiropractic profession. He travels extensively, but as the CEO of the organization, he is also responsible for WFC strategy and policy. He leads a team of dedicated and committed staff working from the WFC's headquarters in Toronto, Canada.
Richard practised as a chiropractor for 25 years after having graduated from AECC University College in the UK. He is registered with the General Chiropractic Council (GCC) and maintains a busy medicolegal consultancy, providing expert witness services both in the United Kingdom and Ireland. He also runs a dedicated NHS primary care spine clinic at a medical practice in Stroud, Gloucestershire.
Todd M. Reiter, MD, DC
USA
Dr. Todd Reiter is one of the few physicians in the US who is both a medical doctor and a chiropractor. He is a two-time Olympic team physician and past Chairman of the Federation of Chiropractic and Sports. For the past 35 years, he has committed himself to combining the most up-to-date research and technology for both traditional allopathic and holistic medicine. His mission is to research and teach others how to extend their lifespan while optimizing performance. Through his study and understanding of traditional and technical medicine he is able to focus on optimizing diet, exercise, sleep, relationships, medication, supplements and much more. These pillars of health are unique to everyone. This understanding will lead to a personalized and powerful program to a longer healthier life.
Donald A. McDowall, PhD, DC, MAPPSC, DNBCE, DICAK, FACC
Australia
Dr. Donald McDowall is a seasoned chiropractor with over five decades of clinical experience. With a strong background in clinical practice, education, and research, he has authored several books and scholarly articles on chiropractic care, sharing his expertise in musculoskeletal health and chiropractic techniques.
Recognized in both clinical settings and academic circles, Dr. McDowall is a respected figure in chiropractic care. As an adjunct faculty member at Southern Cross University, Gold Coast Campus, he is deeply committed to educating the next generation of practitioners. His global travels, including extensive work in the Philippines, underscore his dedication to understanding the role of health workers in diverse communities.
Faye Deane, BSc Hons Chiropractic, MPH, FHEA, FRSPH, FRCC
United Kingdom
Faye Deane is a both an academic and clinician with a rich background in chiropractic and public health. After graduating from the Welsh Institute of Chiropractic in 2007, Faye furthered her expertise by earning a Master’s in International Public Health from The University of York in 2012. Her clinical experience is diverse and global, including roles as the first-team chiropractor for Leeds and Sheffield United Football Clubs, and completing chiropractic and public health internships in Malawi, Africa, as well as Santiago, Concepción, and the Atacama Desert, Chile.
Currently, Faye is a full-time academic, where she has played a pivotal role in developing the most contemporary MSci Chiropractic degree program in the United Kingdom. Her leadership extends to various esteemed organizations; she sits on the World Federation of Chiropractic’s Public Health Committee, serves as a Board member for the British Chiropractic Association, is Co-Chair for Education for the International Federation of Sports Chiropractic, and acts as an education visitor for the General Chiropractic Council. Faye’s contributions have significantly shaped both the academic and clinical landscapes of chiropractic and public health, both in the UK and internationally.
Martin Camara, DC, ICSC, PhD (Cand)
Philippines
Dr. Camara is the CEO of Intercare Chiropractic and its multidisciplinary health care centers. He is recognized as a leader in the chiropractic profession in the Philippines and internationally. He currently serves as a board member of the Philippine Institute of Traditional and Alternative Healthcare, Department of Health, Chairman of the National Certification Committee on Chiropractic, and the President of the Association of Professional Chiropractors of the Philippines.
He is also the visionary behind the Camara Institute for Chiropractic Sciences and the Philippine Chiropractic Community Health Project, both dedicated to providing access to chiropractic care and improving the well-being of Filipinos.

Founder's Message
Almost half of the global population regularly uses Traditional, Complementary, and Integrative Medicine (TCIM) for health promotion and restoration. TCIM is recognized as a key player in keeping communities healthy. In lower and middle-income countries (LMICs) like the Philippines, TCIM may have an even larger role to play, as the majority of their populations lack equitable access to conventional medicine and healthcare.
This international summit aims to bring together practitioners, policymakers, government officials, and community leaders from around the world, representing disciplines such as chiropractic, acupuncture, community nutrition, and Chinese medicine, to share their experiences and knowledge in creating better health outcomes for all.
